Blowing up inside a tube would be a lot more expensive than blowing up a train on the tracks.

But then again, someone could just plant a bomb on the outside of the tube so I guess it's moot.

More to the point, you can't weaponize any fixed-track conveyance like a train/monorail/HL system like you can a plane.
