I'm not arguing it's not quoted from the article, just providing a source to the original in case someone is interested.

I thought that was the purpose, but I think it is always important to quote the source of one's comment. :-)

The quoted part within the article, seems actually to be from, Artículo 4.3 (yes, very pedantic :-)
