This is misleading. Bram takes commit ownership of external contributors. Compare it to Neovim, which feels much more like a community: https://github.com/neovim/neovim/graphs/contributors

Also see the changelog messages in vim, and compare them to the changelog messages in neovim.

that was true pre-neovim too so we still can say that activity has increased signficantly post-neovim announcement.
