Ask HN: How do I go about hiring an engineer in the Valley?

If I just moved to San Francisco, and want to hire an engineer for my startup, how do I go about it?

And how do I tell if someone is a good engineer or not? My framework is that I can judge this by the things he/she has built in the past.
