Ask HN: Are all electronic signature solutions SaaS?

I need to incorporate contract signing in my application and all the searching I've seen seems to direct me to SaaS solutions.

I'd rather not depend on a vendor for this functionality. Is there no OSS library I can use that will provide the requirements for a valid/legal/enforceable signature on a contract?
