Everywhere I go in the Bay Area, people are sensible and wearing masks. Bay Area is the size of Switzerland in terms of population ~7 million people has similar levels of COVID rates since the beginning [1] [2]

I stay in an apartment complex and there are strict rules inside the courtyard - No one allowed without masks. All cleaning staff is PPE'ed up and UPS/Fedex delivery people are also wearing masks.
In contrast, LA and Sacramento area has done poorly - it presumably boils down to the culture and government competence? Not sure what measures lead to better COVID containment in terms of macroscopic policies/culture.
