The producers of art are for the most part just some combinatorical machines in human form providing the market with strange new combination of artifacts. A process they call creativity. But in the following it is the society that decides what is considered art. And since all human society is of a hierarchical structure, there are institutions that are more influencial in determining what is art and what value it has than others.
Today, art is what you get away with selling people as art.
So, if some influential art dealer is telling that canned shit from some more or less well known 'artist' is the hottest shit right now and somebody is buying that shit, then it is art.
Its value is a function of its estimated future value. And that is significantly influenced by art dealers not by artists nor consumers of art.

They are just different markets.
