I #edlp at Walmart on the ecommerce product and this makes total sense to me. We're completely stuck in a morass of jousting middle managers split along architectural tiers (think backend team, front end team, analytics team, etc).
RCAs quickly devolve into passive aggressive finger pointing as people twist and turn to avoid blame. My manager just the other day chided me for digging into a latency issue that reached into the backend because "it isn't our team's problem."
