If you know where an island's going to spawn, can you camp that spot in a boat, plant a flag on the island before anyone else, and create your own country?

Sure. Wear magmaproof boots.

If you don't care to wait or are worried about your boots, you could do the same right now. There's a nice large unclaimed antarctic area.

I don't think the spot is in international waters. There is also a maritime dispute with Morocco in the area.
