You have to read the comments on the pull request. They want a fully API compatible drop in replacement for BoringSSL and they want it yesterday if possible as part of a security backport so it will run out of the box on their current LTS version of Ubuntu. quictls is probably not what they are looking for. Props to the OpenSSL people for not succumbing to the insanity in that PR.
