It is not clear to what purpose this verbal exercise build on dubious assumptions and circular reasoning serves. Such corporate mumbo-jumbo is likely written by some ideologue who had to deal only in political favours to accomplish wealth transfer from government to the appropriate private possession.
As J.C. Maxwell observed, non-verbatim, "...when trying to describe oneself in theory, one only accomplishes to make oneself into a theory".
