Except that the problem with RISC-V isn't even design by committee. Even the most dysfunctional committee would probably not fall into pits that RISC-V managed to. The most credible explanation for it's misfeatures I've heard is just plain bad taste and overly rigid adherence to principle over practicality by it's original designers.
