Probably because companies exist to accrue money, not social capital. If we held every company accountable for participating in the exploitation of Chinese minority cultures, we'd probably set ourselves back 50 years in terms of technological progress and manufacturing capability while the CCP continues to happily enslave any which culture they oppose.
I'm not saying I agree with the practice, but do I find it hard to believe? Not even slightly.
