Make tidy check for magic numbers that spell things (opens in new tab)

Note that "tidy" only checks code in the rust-lang/rust repo, not all Rust.

In general, when you find yourself locking conversation on a change, it's almost always one that should be reverted. And I wish you could still give reactions (like the thumbs down) on locked issues.
