I wonder how this law will play with documentation that requires the recipient to sign an NDA. I know Framework, for example, only gives full schematics to repair shops after they sign an NDA (due to NDA on some pinouts or something); will everyone obtaining full schematics through this law be required to sign an NDA as well?

As Louis says in the video, all the finer points will be decided by courts via lawsuits.
