Just like "You can't be just a little bit pregnant", some industrial processes require non-interruptible heating. You can't just ration gas by shutting off those processes for an hour or so without destroying a lots of equipment and resources. (Think of molten plastic solidifying in tens or hundreds of metres of piping and valves.)

It's funny the obfuscation that was done earlier this year wrt. energy security in EU. Got told that "we can afford" to do it. Now you have state mandated demand destruction to stop the proles from having access to energy.
