There have been multiple reports of this issue this year, long after the issue caused by Microsoft Teams (and other similar apps) was patched in January, but as far as I've been able to find Google has not even acknowledged the issue publicly.
As a long time a Pixel user who is planning to get a 7 and the new Pixel Watch, I really hope someone from Google sees this and the company can at least acknowledge it.
I now use an iPhone. I disagree with many (perhaps most) decisions apple makes in iOS, but I am 100% sure that if I dial 911, it'll get through. Yes, I miss emulators and many other things, but I feel safer knowing that my phone can make that one call that might save a life.
I think it is an oversimplification when folks claim only fanbois buy Apple; there is definitely still a market of the tech unsavvy or folks who just want it to work, not to be customizable or feature-rich or cutting-edge. That said, I do poke fun at my dad and his iPhone whenever we're in bright sunlight and his screen is unusable but mine is fine; that's just sad.
That's a non sequitur but I might as well contribute to the pile on somehow. But I hope I don't have an opportunity to test the 911 feature on this phone.
