Let’s not forget that such lanes are just a tiny fraction of the road system, whereas lanes for Teslas would have to be nearly everywhere. And that’s skipping things like “Tesla safe” exits.

It's both. Single-person EVs could use HOV lanes in some locales until they've reached proliferation numbers.
