Why is FBI leading anti-espionage / infiltration / invasion operations?

This is spygame stuff right? CIA doesn't get host country permission when it wants to abduct someone to a "black site".

Because that’s literally one of the top purposes of the FBI, and a function for which it is designated as the lead agency?

A lot of these Chinese ops are using US citizens to commit these acts.
