Maybe it used to be true but not anymore, now the only ones who could stop it would be if TSMC and Samsung and Intel stop making their semiconductors. Or if there is a Yud-like anti-gpt international agency granted broad powers of enforcement. Otherwise like anyone can train powerful AIs if they can concentrate enough capital. Like it could be trained by cartels like sinaloa or zetas or by north korea. Saudi Arabia could pivot and train a trillion dollar model instead of building neom. Every country would probably build one anyway. Like do you seriously think Singapore for example wouldn't make a SingaporeGPT?
