No smoking gun. Can't tell from here if this is another mooninite freakout.

Could trivially also be "left hand knows not the business of the right", and those modems are merely epoxied on by other arms of the business.

Chinese interference is much more exciting, though!

I am curious as to whether these cranes have any sensors which gather information from the containers, i.e. optically or by RFID.
