"Omnibus bills" in a legislature. Where a politician can inject an unrelated law under the radar. There are also templated laws that are written by a corporation to its benefit and preswnted in different regions as though they are the propsals of local lawmakers (who are actually just presenting whatever they were given).
Espionage/agent saboteurs.
"Social engineering" whenever an attacker uses the appearance of authority to get members of a target organization to treat them as an inaider and perform the tasks the attacker directs them to do.
