If someone works to earn some money, what right do you have to limit how they use it?
This is not simply a libertarian argument: look up the research on cash grant programs. Abuse in cash grant programs is much less than you might guess, and because they are so cheap and simple to administer, their efficiency at achieving their intended results can be very high.
