I'm sure that if Xwitter dispatched a "legal representative" to North Korea who has full moderation powers and will agree to be subjected to anything that a North Korean court orders, even an unblocking of it in NK could be negotiated. Does that mean that it is Musk's fault that his site remains blocked in that country, too?
