I wonder if the T-Mobile spike [0] is actually T-Mobile depending on Meta for something relatively minor (say, a widget on their website), or if it's users not knowing the difference between their carrier and an app when the app doesn't load.

Whatsapp wasn't working for me for approx. 8 minutes. It's working now
checked meta status page and there seems to be a problem with their "ads transparency" services at the same time frame where the outage happened https://metastatus.com/ads-transparency
edit: they've updated the status page and apparently many services are experiencing outages
Strange that they don't seem to have any status page that's not only for "Meta business products" - some page with the status of FB, Messenger, WhatsApp, and Instagram would be nice.
