Yes, Tor was developed by the US Government for US spies in Russia.

GPS was developed by the US Government.

RSA was classified by the US Government.

Lots of other stuff is also connected to the US government.

The title is misleading.

It's quite a bit more inclusive than that [1] and IQT is just a small piece of it. There are endless programs coming out of Stanford SRI and Harvard that get tested by the public and have dual use civilian and DoD.
