Playing Minesweeper, 9x9 with 10 mines is usually solvable without taking risks, but 9x9 with 18 is not. Is there an intuitive explanation for what makes Minesweeper games solvable?

With 9 there are smaller clusters, if there are even some, but for 18 you get clusters that are hard to solve
