Seems to be a salesforce issue: https://status.salesforce.com/generalmessages/10001540

We're seeing mixed results with our apps, both in the Common Runtime (EU) and Private Spaces. A few apps are up, most are down.

For me the Heroku status page shows 'No known issues', while the Heroku Dashboard and all my Heroku hosted apps do not work.

we sent an email to support@heroku.com as suggested in the docs when unable to login: https://www.heroku.com/policy/support/#:~:text=If%20you%20ar... But nobody has come back to us yet

nope, can't log in (SSO) to access the support area, sent an email to support@heroku.com

Dashboard and CLI are unusable. Apps seems to still work for the moment
