"Rising Lion"

Sounds purely defensive.

The name "Rising Lion" is to encourage liberal Iranians. Search for "Iranian flag" and you'll find two versions. The old flag, which Iranians in exile still fly, depicts a lion.

After I posted this comment, I searched. Reuters disagrees with my explanation. They attribute 'rising lion' only to a biblical verse about 'the strength and power of Israel':

My explanation makes more sense but Reuters, one hopes, knows more about the situation than I do.
