Condo associations usually allow only a certain percentage of apartments to be rented. If too many units are rented, a buyer won't be able to get a mortgage. And most prohibit short term leasing.

I wonder is the HOA would have the legal authority to change the locks ?

In many cases, the HOA can do all kinds of stuff- like fix your house and bill you for it. If you don't pay up, they slap you with a lien.
