Similar sorts of "not very good mission planning" occurred at the beginning of Linebacker II (
https://en.wikipedia.org/wiki/Operation_Linebacker_II Nixon bombing Hanoi etc.). It was initially run from SAC HQ in Omaha.... I wouldn't be surprised by equivalent micromanagement a few decades later, and the North Vietnamese also achieved some B-52 hits with salvo techniques.
