The Ubuntu advisory says "source packages" for some reason. I think it's a typo but it doesn't change the analysis - most people don't use 'apt-get download' to install packages.

you're right about that I didn't even know that 'apt-get download' existed, closest I ever used was 'apt-get source' :)

'apt-get download' is a relatively recent addition.
